Roopa Divakar Moudgil, commonly known as D. Roopa is an Indian Police Service (IPS) officer who is the current Inspector General of Police, Bengaluru.
She is currently the Inspector-general of police Home Secretary,in Bangalore, Karnataka. She was also posted as Additional Commandant General, Home Guards & Ex-Officio Additional Director, Civil defence, commissioner for traffic and road safety and Deputy Inspector General of Prisons in Karnataka. She has given various talks at TEDx conferences in India and is a popular face among IPS officers. She is also a playback singer in Kannada cinemas and has sung a song for Kannada film Bayalaatada Bheemanna, starring Ravichandran in the lead.
Life and education: –
D. Roopa, was born in Davanagere. Her father is J. S. Diwakar, a retired engineer and mother is Hemavathi. She has one younger sister , Rohini Divakar, who is an IRS officer of 2008 batch and is posted as Joint Commissioner Of Income Tax. Rohini was also anNCC cadet and has authored many articles in prominent national dailies. She completed her graduation from Kuvempu University Karnataka with a gold medal, and post graduation MA in psychology from Bangalore University. Roopa is a well versed with Hindustani Classical music and a trained Bharatnatyam dancer. She has recently released a music video on 2018’s International Women’s Day to inspire women. in 2003, she married Munish Moudgil, an alumnus of IIT Bombay and currently an IAS officer. They have two children Anagha and Roshil.

D Roopa’s first posting and career
In the year 2000, he secured the All India Rank 43 in the UPSC exam. After this, he took training from Sardar Vallabhbhai Patel National Police Academy in Hyderabad. During the training, D Roopa’s 5th rank came in his batch. After this he was included in the Karnataka cadre. D Roopa’s first posting was as the SP of Dharwad district of Karnataka. After this, she was working as SP in Gadag district, Bidar and Yadgir district.
Chief Minister was arrested
Criminals were afraid of D Roopa’s way of working, but she came into the limelight when she arrested the then Madhya Pradesh Chief Minister Uma Bharti in 2007. A year later, in 2008, former minister Yavgal was arrested by D Roopa. Not only this, he also suspended the DSP of his department, Mr. Masoot, in the same case.

IPS D Roopa faced many transfers in his career. Heard threats from many criminals. Raised voice against political corruption. Revealed the names of scammers senior and subordinate employees of his own department. Former Tamil Nadu Chief Minister Jayalalithaa’s aide VK Sasikala was accused of preferential treatment to the Karnataka jail officials. D Roopa is the first woman to hold the post of Home Secretary in her state. She is also the first woman police officer in the country, who was given the command of cyber crime in the police division.

She has been awarded the President’s Police Medal for Meritorious Service in 2016.
